Yes, I agree. If you search in the search engine with terms relating to Tax, insurance or something that Google could use as a search engine. Then you would get ads. Then again. If you don't want to see any kind of ads. Search on google for adblockers. I have posted thousands of post on this topic.
I don't think that NavBar is accurate. Try it anywhere. I have tested it myself.
So, instead of placing NavBar why not used Google Search. Blogger is owned by Google and Google Search is owned by them too. So, it should not be a Big Deal.
